Workforce capacity planning model

This model puts the person at the centre and is set out as six inter-linked activities that use enabling questions to identify workforce capacity issues.

There are also prompts, tips and resources to help you apply each part of the model.

The activities can be undertaken in whichever order seems most effective to you, but it is important to consider each activity as part of the workforce capacity planning process.

Prevention, integration and wellbeing also need to be considered throughout the development of a workforce capacity plan.

The model was developed in partnership with local employers, the Association of Directors of Adult Social Services (ADASS), Centre for Workforce Intelligence, The College of Social Work, Local Government Association (LGA) and Social Care Institute for Excellence (SCIE).

 

In July 2014 we ran a survey for local authorities in England that had used the model. The survey covered:

  • how they had used the model
  • their views on its content, ease of use and helpfulness
  • what they had learned during the process and whether they intended to use the model in the future
  • any changes they would like to recommend to the model
  • the likely workforce implications of the Care Act.
