Workforce Innovation Programme

Skills for Care's Workforce Innovation Programme (formerly New Types of Worker Programme) explores how people's care and support needs change and how the workforce has to adapt to meet the challenges that change can present.

The programme explores workforce development in adult social care through small-scale implementation sites and supports a broad range of activity:

Small employers looking to identify how to adapt the way their workforce delivers care and support in the context of personalisation.

Micro-employers thinking about how to ensure they meet best employment practice guidelines and understand how to recruit and retain the right people.

Large local and national employers looking to implement whole scale service and workforce change programmes and tools that help them to achieve that change.

This website pulls together the rich resource that is the Workforce Innovation Programme to date. The learning has been categorised under five themes:

Partnership: including better joined up working between families, communities, health, social care and support services.

Personalisation: giving people control of their own care, so they can choose services that best meet their needs.

Prevention: placing renewed emphasis on keeping people as independent as possible, for as long as they feel able.

Plurality: ensuring the efficiency and effectiveness of all interventions.

Protection: ensuring that people do not have to worry about becoming vulnerable, that support is there when they need it, and they will be safe and secure.

Within these themes you will find key documents that take the thinking and learning from the Workforce Innovation Programme and explore how this learning has an impact on workforce development.

Some of the new roles that have emerged in the care sector have replaced more traditional care roles, while others have been created to co-exist with and complement core roles.Re-modelled care, re-modelled workers: case studies of some new worker roles in the adult social care sector presents case studies of some new worker roles. The case studies reflect the changing landscape of care and demonstrate a positive and strategic response to the move towards more community-based services with a focus on re-ablement, empowerment and support.

Skills for Care have also published Learning from Innovation a report exploring the knowledge from the Workforce Innovation Programme and its implications for the transformation of the workforce in adult social care. It sets out this learning in the context of learning for policy makers, commissioners, and employers.

The Workforce Innovation Programme started as a way of examining and exploring workforce issues arising from service change. It adapted and continues to adapt as the landscape of policy around the big society, personalisation and adult social care changes.

Skills for Care is already building on its learning from the Workforce Innovation Programme, creating new and innovative solutions such as the Common Core Principles to Support Self Care, its work in end of life care, the principles of workforce redesign, InLAWS and community skills development ('Only a Footstep Away').
